National consultants to support Ministry of Health  in conduct desk review on HIV programme 

 

1. Background

 

HIV/AIDS is a major public health challenge in Vietnam, significantly impacting economic growth and development. To address this, in 2020, the Government launched the National Strategy to End the AIDS Epidemic by 2030, aiming to reduce new HIV infections, AIDS‐related deaths, and the socio‐economic burden of the epidemic. While Vietnam has made considerable progress in addressing HIV and STIs, gaps remain in understanding the epidemic’s dynamics, particularly among vulnerable populations, and in enhancing the effectiveness of surveillance systems. A mid‐term review of the national strategy is proposed to evaluate the current epidemiological situation and program performance. The midterm review including epidemiology review, policy and programmatic review and the full review including field mission.  

 

The potential national consultant is to conduct a desk review on programme implementation including HIV testing, prevention (PrEP, MMT, needles and condome programme) and care and treatment. The consultant is also request to join field mission with the review team.  

 

2. Planned timelines (subject to confirmation)

Start date: 15/03/2025

End date: 30/04/2025

 

3. Work to be performed

a. Specific Objectives:

To lead the review of policies, strategies, and national HIV programme performance and conduct analysis to identify programmatic gaps and propose focus areas for the joint field mission. 

b. Description of the tasks/process involved in carrying out the activity:

  • Work independently and proactive to implement the required tasks.
  • Work with relevant MOH department, partners and NGOs/CBOs to collect information.
  • Collect HIV related policies, guidelines and other relevant documents and conduct desk review and policy analysis.
  • Collect and review programme data and develop report on HIV programme performance and identify programmatic gaps and implementation challenges.

 

c.    Methodology 

  • Work with WHO technical staff to understand the tasks and the timelines.
  • Work with relevant MOH departments and partners to get information.
  • Conduct desk review and policy analysis
  • Update with WHO technical team on progression of the implementation activities and discuss any issue faced for timely support.
  • Work with international consultant to develop report.

 

d. Output/s

Output 1: Review current strategies, policies and guidelines on HIV programme. 

Deliverable 1.1: Summary report on national HIV strategy, policy and guidelines against WHO strategy and standards. 

 Output 2: Review programme data and identify programmatic gaps.  

Deliverable 2.1: Summary report on programme performance against national strategy and identify programmatic gaps.

 

4. Specific requirements

Qualifications required:

  • Must have university degree on medicine or public health and have advanced degree (Master or PhD degree) in medicine or public health. 

Experience required:

  • Having at least 10 years of working experiences in the field of HIV 
  • Having experience in programme review/evaluation. 
  • Have experiences in HIV programme implementation

Skills / Technical skills and knowledge:

  • Demonstrated strong skills and knowledge on HIV programme. 
  • Excellent knowledge on HIV programme in Viet Nam. 
  • Good capacity to work with MOH especially with VAAC or relevant department. 
  • Ability to plan and prioritise challenging workloads. 
  • Excellent in communication and writing in Vietnamese and good at speaking and writing in English.

5. Place of assignment

The consultant will not require to work at the WHO office but may require attending the meeting with WHO team whenever required. 

6. Medical clearance

The selected consultant will be expected to provide a medical certificate of fitness for work.

7. Travel

The consultant will be required to travel during HIV programme review. 

8. Budget
